What is the problem with Eldar right now in your opinion?

Hi there,

So I just took a look at Eldar in the meta at the moment, and apparently they're the worst army in the game in terms of winrates apart from imperial agents.

So what's their issue? Are they too expensive? Do they do too little damage for a glass cannon army? Are they too fragile? Do they lack defensive tools? What's wrong with them?
