Is isle paradiso broken? Or just for me specifically?

every other neighborhood works fine but isle paradiso always freezes within 10 minutes of gameplay. it'll let me build all I want but when I go into live mode it freezes so I can't click anything not even get to the menu but water and weather animations are still going. I just wanted to have a house boat 😭
