Is Covered in Frost an Elemental Ailment or just a debuff?

What the title says. On the wiki it mentions that it's a debuff. On the Ailment page of the wiki, it's simply not mentioned. Technically, on the ailment page it is mentioned that any debuff associated with an elemental type is an Elemental Ailment, but that's not specified. So, what is it actually?
