Game keeps launching on secondary monitor

I know this sounds entirely made up, but I swear to god it's happening.

I had a power surge while playing, and now every time I launch the game, it goes to my second monitor. It won't normally allow me to switch — I have to set the game to windowed, move it to my main monitor, change the setting to display on my main monitor, then go into borderless window. I found people online saying to edit the config.ini file to the preferred display, which I did, but it seems to have done nothing.

I am at a total loss for words since I have absolutely no reason why this is happening and why a power surge would cause this.
