Noob question about what the community considers the world record at any given time

So a few weeks ago I saw a video of Teodor zadjers solve and started taking interest. I happend upon this video of Luke Garret doing a 2.39 solve like 7 months ago - I understand this was at home and not in an official environment but why exactly does that matter to anybody if he was following all the guidelines and has it documented? Someone in the comments was saying that this was indeed a completely legal solve. Thanks!
