Can someone explain to me what tohou is?

So I just discovered this community on youtube by chance, and googled it. From what I understand it's a long running series of Japanese bullet hell games? But looking through this community it also seems like they are books? Is there one person working on this or is it a community/fan driven thing? (Also be real how much of this is gooner bait because it *feels* like a lot of this is)
