Council parking fines

My wife parked her car in a carpark in Hamilton, the rego expired the previous day. Hamilton council gave her a $200 fine. It was renewed later that day. First question, $200 for a rego expire by a few hours? WFT? Is that normal?
Secondly, any way of arguing it?
