Shampoo/Conditioner recs for dry, flaky, and itchy scalp?

Im a male in my mid 20s and I’ve been dealing with dry, flaky, itchy scalp for a while. I have naturally wavy hair. I’ve been trying to use what I’ve seen recommended online but to no avail. I can tell the difference between dandruff and dry scalp so I know it’s not dandruff but most of the other recommendations I see are anti-dandruff shampoo and I’m not sure if it’s counterintuitive to use that when I know I don’t have it

Any recommendations on something to help with dry, flaky, and itchy scalp? Anything that has worked for you guys? I’m desperate at this point so price doesn’t matter. It’s gotten beyond annoying and embarrassing, I just want it fixed
