Is it possible to have headlights that shine FURTHER but not BRIGHTER?

I drive a Miata and am pretty much always blinded by oncoming headlights from anything bigger than an Altima.

Is it possible to have headlights that still have a long reach, but are not blindingly bright? How would that be achieved?
