Help with a party movie from maybe late 90s to mid 2000s

So, I've got little memory of this, but here's hoping. It is a movie with lots of different characters all overlapping and going to a party I think. It was kind of like Go. There were some random scenes like side thoughts in it. I don't believe they was any popular actors in it. the two things i remember where a black dude with a bag phone walking the sidewalk. And talk about the rolls of fat on the back of bouncers necks. And the more rolls the better the bouncer. Anyone???
