Has anyone started a channel that uploads their existing content for a foreign audience?

I've heard a few people talking about starting a new channel for a dedicated foreign audience. For example, say you're an American and make English videos only. Then, you hire someone from India to go through your content and re-dub in Hindi. And then you upload these videos to a separate Hindi channel.

Has anyone done anything like this and has it paid off?
