Living off campus exemption

Looking at the dorm requirements it says that if you live in Dallas you can request exemption from the dorms. By that do they mean only actual Dallas addresses? I live in collin county and I know it will be a long drive every day but I really would prefer to live at home freshman year vs living in a dorm
