Apevia 500W ITX FLEX PSU and BC250 not powering on

I am using a 24-Pin ATX Power Supply Jumper Bridge Tool on my Apevia 500watt PSU which has a jump on pin 4 & 5 but it doesnt turn on the PSU or the BC250. Are there different pins that need to be jumped for the PS-ON for this PSU? Im kinda stumpped and cant find any schematics for my PSU online. Any help would be appreciated. Thx!
