Boss turned out to be a Fraudster. Need some advice

I worked at a restaurant last year as a server. The restaurant was a failure, went under in 8 months due to financial issues. Throughout my whole time I was having my income taxed as stated on my paystubs. Fast forward to this month, I still haven’t gotten my W-2. None of my coworkers did either. Turns out the owner never reported any of our income to the IRS. I understand I gotta make a complaint to the IRS and fill out some paperwork to get this guy held accountable for straight up stealing money, but am I now going to owe dueto not technically having my earnings withheld?
