How soon does the first Decor Event start on a new server?

I haven't activated almost any of my decorations yet because I was trying to wait for the Decoration Event to show up. But I'm not sure if it will show up before Season 1- which is a ways away. (I started a new server)

Is that true, that the Decor Event starts during Season1?
