Delete / Restore previous version of a corrupted FLAC file with permission error

I have a FLAC file that has been corrupted when the PC shut down while the file was being accessed. I have a copy of it in other folder, and I can confirm the previous version of file can be played with no issue.

The issue I am currently facing is permission error. I am the owner of the file, since this comes from my own rip I made with EAC. and property as well as takeown show that I am indeed the owner of the file. so how come am I getting permission error?

file check found nothing, mounting it to Linux installation and trying to delete that way didn't work either. it just keep giving me error that I do not have the permission.

winPE also did not work, it even froze and crashed when I tried to interact with the file.

I have dealt with strange permission error caused by corruption before, but nothing like this.
if anyone has solution / suggestion, please help.
