URGENT REVIEWD NEEDED PLEASE

Hi! So I am planning to shift to Bangalore with my family and dog. Recently I came across a beautiful flat in Royal Elite which is in Belur-Nagasandra, Challaghatta. But the maintenance work (construction of the pavement and other facilities) isnt done -- they say it'll get done within 3 months. But there are reviews regarding delayed construction. And the area also looked a But shady. I am new to Bangalore, and as far as I have seen there's very limited pet friendly house options. Could someone pleaseee tell me an honest opinion regarding the society? Should I take it?
