Are Sevii Islands available in any FRLG rom?

Hey guys, in my more than 20 years playing this game, I never thought there were islands beyond 1 2 and 3!! My Question is, can I automatically unlock it using any FRLG Rom after doing all the quests? Or do I need to enter some codes first?
