Does anyone know that film that has a scene with an inventor that gives his pet screws to eat?

Hi! I'm trying to figure out what short film/movie or animation it is. I can vaguely remember what happened but I main character was similar to Igor and in the scene I remember a small man in black clothes and poured metal/screws in a pet food bowl for a pet I cant remember. (A robot dog I think?) The man looks either out the window or into a telescope down to a buff man with a blonde lady and I think he gets jealous? Sorry if this is too vague!
