HRT Help: Taking suggestions

Having symptoms of hair loss, emotional changes, and lack of sleep. I still have periodic periods (perimenopause). Dr put me on low dose HRT pills, but didn’t do a FSH or hormone test before starting me. New doctor wants to take me off HRT so she can do the hormone test and FSH. she says her practice doesn’t prescribe HRT unless in full menopause and that she cannot check FSH or for uterine cancer with me already on HRT. Im confused about if I need a third doctor to provide insight. I’m also scared to go off of HRT with the symptoms now improving.
