How does your country handle abandoned animal?
Sometimes animals end up on the streets because of irresponsible people who get pets without committing to caring for them as they grow older. Others become homeless because their owners die, are hospitalized, or move to a nursing home.
In Brazil, some NGOs and local governments rescue abandoned pets, but there isn’t a nationwide program to address the problem. Even though there are laws, I feel that in this case they are more like suggestions than real prohibitions. When I lived in Japan, it was rare to see abandoned dogs, although I don’t remember what happens if a dog is abandoned.
