LO suckle on hands. Should I intro/force a pacifier?

LO is 4months old and has been suckling on her fingers often since months ago. She refused pacifiers we tried.. but noticed when we clean her mouth, there’s strands of dirt inside..

Should I just force her on pacifier? Since it’s a cleaner thing for her to suckle on…
