Received SAR from employer - redacted names and data

As title states:

1. All names of people who received or sent emails were redacted without reason other than the fact that those people e.g. line managers are "third parties". I had requested the names but was refused again. Is this normal?

2. Data was overly redacted - so say in an email - you'd only see one part of the email without any context - like "we should speak to [my name] regarding applying this 'idea' to them" - what was the "idea"? Would that not be my personal data if it was something being applied to me?

3. They redacted HR processes that were applied to me saying that is not my personal data - but if it was applied to me would that not make me understand the data that is already overly redacted?

Appreciate SAR is personal data but I thought it would also include surrounding data that would help you understand the context of the data including who wrote and and who had received it.
