What is too much texting

I have two teenagers at home. When my boyfriend and I do things together, he doesn't like it if I'm texting at all. I understand long extended conversations could take away from our time together, but he started viewing virtually any texting as I'm putting other people above him. If it's the kids I tell him they're more important, but he started trying to see what they wanted, and if it was, in his view, not important (like where is my certain outfit?), he would say just wait till you're back home. Maybe there's some validity to that but I'm always afraid I'd forget what they wanted and kind of leave them hanging. He will keep saying I am hurting him by ignoring him and how I always put others above him. I'm like, well I'm out with you, right, and not them? It spreads into, how come you don't spend any time with me, you have time for everyone else but me. And, I guess you're ok with hurting my feelings.

This has been an ongoing issue since we started dating. Otherwise things were fine but there was this low level criticism bubbling in the background. On the one hand it seems controlling, on the other I can see that I should have dedicated time to a person I'm dating.

So, the question is something around what is too much texting when you're with someone?
