Is my CPU thermal throttling?

Hi guys, new to PC master race. Is my CPU thermal throttling, I tried cinebench R23 and here is a screenshot of HWInfo. A lot of the said cores kept jumping to 104 degrees and back down randomly.

Compared to reviewers online my pc scores were BAD and it keeps getting laggy and jittery time and again.

Any help is appreciated.
