Will the new Dartmoor map will be in Freelancer too?

I play for a while now but I have to admit I still don't understand what makes a map accepted for Freelancer? is it only story maps in their original form? of so then why is Ambrose Island also a map in Freelancer when it was added after the game it's from came out?
