The setting would start from the Soviet Victory in RA2:

Europe and the USA is overrun by Soviet forces in 1972 but defeating Yuri (and losing access to his Mind Control Technology) has greatly reduced their control over the population.

**The Dominion**

The British, French, Dutch and Portuguese fleets fled to India installing a military junta tightly controlling the subcontinent. "Integrating" within the subcontinent caste system European Naval officers essentially become a new caste which runs the country. With support from the remaining British dominions (Australia, New Zealand, South-Africa), allies like Japan and Argentina, the remnants of the European colonial possessions in East-Africa and East-Asia they posses a strong fleet, air-force and some of the best special forces drafted from the Dominions more rugged provinces. They mainly oppose the former USSR in a cold-war and several proxy wars of which the China theater is the main front.

**The Socialist World Republic**

Although the USSR is the victor of the great war they had conquered more then they could control, especially after defeating Yuri. The Socialist World Republic is proclaimed from the oval office in the recently repainted Red House of the People and the Socialist World Revolution is "won", ignoring the fact that half the world isn't under Soviet control. The now supreme Commander tries to take a softer approach and give more local autonomy to the myriad of Soviet Councils and install the workers paradise once promised by Marx. Although popular he soon loses control when more hard-line communists use the Soviet Councils to reverse some of his more 'liberal' policies. The Union stretched to it's limits in it's cold war vs the dominion, the proxy war in China and the ongoing quagmire in the former USA soon loses control and a new schism will split the Socialist World Republic.

**The New Commune**

After conquering Western and Central Europe hardline communist cadre's were installed to bring the new Soviet Republics into the fold. These cadre's will oppose the later reforms and a covenant is formed between Rome, Madrid, Prague and Paris. After last ditch efforts for reconciliation failed open warfare started in 1978 when the New Commune was declared in Prague. Since the SWR's reforms were unpopular even among some of it's military some of the first troops sent to quell the uprising switched sides and in a few months most of the west and central Soviets republics joined the fight in opposition to Moscow.

**Spirit of Monroe**

No longer a nation but a loosely affiliated patchwork of resistance cells that opposed the SWR's occupation of the USA/Canada. After Yuri's defeat the SWR could only control the coast lines and exert some influence of the major cities. The occupation soon led to an endless guerilla warfare from the Appalachians to the Rockies which consumed more equipment and manpower then the actual great war. Even keeping control of the Pacific coast was difficult with the continuous threat of the Dominion but with the New Commune's rebellion even the garrisons on the Atlantic coast are cut of from support. If the various American factions can unite once again they stand of chance of liberating both coasts but this is easier said then done. The different factions are supported by different Latin American countries and although they share a similar principal, keeping the Old World out of the New, they differ widely in post-war goals.

**The League**

What started as a loose economic and military pact between Anatolia, Persia and the Arab nations, mockingly called the 1001 sheikhs by some of their detractors quickly became an economic powerhouse due to their control over oil and therefor trade. The declaration of Cairo cemented their 4 principals of Oil, Prosperity, Equality and Community. Internally a tapestry ranging from elected councils, religious leaders, hereditary rulers with their own fiefdoms etc the League itself is quite democratic with each "sheik" having 1 vote in it's parliament. The major members like the King of Morocco, Shah of Iran, Sultan of Anatolia, Protector of Cairo do have a special security council where they hold veto powers in matters of foreign, economic and military affairs.
