Confusion about applying ELA

Hello! I've only just found out that ELA has closed applications for this next academic year? Is this true? The website is quite misleading, In one place it says applications has closed and in another it says that they have a delay and will open them late? I expect that I've already missed the deadline to apply through the british council unfortunately. But Is there any other programs apart from MEDDEA? that are similar?
