Flight Refund for 6/3 from manchester to doha?

Hello,

I am flying to Hong Kong from Manchester via Doha on 6 March and the return ticket is on late March.

According to this, does it mean that i could get a full refund since it is 7 days within 28/2?

PS I have checked that the total amount that i get refunded to voucher is lower than what i paid. And the amount that refund to original payment method is even lower..
