Staff member Charlie

After looking at the various staff members and their pay I settled on Charlie as a cook in the >!branch !< along with Maki

(I'm at Diamond cooksta rating and have the ichiban's holiday DLC)

So I began spamming internet recruitment ads and after like 15 times, I still have not had him as an applicant

Since the internet ad says "get applications far above current cooksta rating" or something along the lines of that, I thought (since I had the ichiban's holiday dlc staff as applicants as well) maybe it was bugging out as I was already at diamond so there could be no higher rated staff, so I went for the much slower poster ads. Still no charlie after more than 40 ads in total.
