New(ish) Meta Account - Issues Spending Budget

Hi - we created a new Meta account maybe 1 month ago.

Created a simple awareness campaign at $5 per day.

No spend.

Reached out to Support many times and keep going around and around with them. We followed every recommendation: changing objective to "Reach", lower the daily budget, narrowing the targeting of the ads, and increasing the value of "You'll pay when" from $2 to $100 for my account, etc.

As a result the campaign now spends like $.05-.20 per day, if at all. This has been going on for weeks now.

Is this normal? I can't get support to offer any useful information.
