Lying about Grant Funded Program

Guys, what would you do if your boss told you to put all the answers for a grant survey that is responsible for the reason you guys get money to keep everyone’s jobs in the area however you know that the site that we are putting 3 to 4 for is severely underfunded and needs a lot more materials. It should not stay opened and it’s actually a one or two and your boss watched over you as you did the thing and continue to tell you to make sure you put 3-4….. Would you reach out to HR and let them know that you were coerced into putting answers in because I feel like the biggest liar ever and it’s literally driving me crazy.
