best value pc build under 3k euros

my friend wants to build pc under 3k it's sudden and I dont know much about current market prices for now we thought of rx 9070 xt with ryzen 7 9800x3d with b850 tamhawk 2tb ssd and 32gb ram and lg 2k oled monitor, is there anything to improve price to performance value? also case aesthetics are must, black build so extension cables and RGB don't matter much just that good fish tank build you know
