Help with a project

I am looking to potentially use a raspberry pi for this and am looking for some opinions.

Goal - I have a tv cart with a webcam and I would like to have the webcam record and then display the recording with a 1-2 min delay to the TV. what hardware specs would I need for this and is there anything that I am missing?
