Any fun at 1k or 15000pts?

I’ve been picking up some models for Votann and I’ve just about got a 1k list put together. My question is, is this army still fun to play below 2000 points? I’m coming from Sisters, where a lot of key pieces of the army (i.e. Vahl) are impractical or overkill at lower points and can make it less fun to play at those thresholds. Does Votann still get to “do its thing” at lower points or am I better served waiting until I’ve got a full 2k?
