best value build under 3k euros ( monitor included)

my friend wants to build pc, at maximum 3k euro as budget ( including monitor) i currently don't have much idea of pc prices, we right now thought of rx 9070 xt, ryzen 7 9800x3d b850 tamhawk 2tb ssd and 32gb ram with lg 2k oled monitor and 850w psu is there anything to change to improve this build with this price also it's pure black build with rgb not mattering much, but need that black fish tank aesthetics also help me decide remaining things like good looking case, fans and cpu cooler
