Does your baby whine while they play?

We’re in the beginning stages of lots of skills such as cruising, climbing, and crawling. But a lot of the time when baby is having floor time he is whining the whole time, not crying just fussing. He’s still continuing to try to do all the things and moving around though. Is this normal for this stage?
