HDFC Bank held my funds hostage for 60+ days despite proof of payment. Now they're lying to the RBI. Need advice on next steps. And RBI hasn't been helpful as well, what could be my next steps?

Legal Advice Needed

The Situation: I’ve been stuck in a 8-month-long battle with HDFC Bank over an unauthorized freeze of ₹16,162. Despite having clear proof of every transaction, the bank has resorted to red-tapism, lying about OTPs, and even having an RM try to trick me into closing my complaint. And RBI being absolutely awful with any solution and siding with the bank.

The Timeline of the Mess:

  • June 7: ₹16,162 was auto debited from my HDFC credit card (let's assume A) for an insurance policy premium without any OTP.
  • July 6: To protect my credit score, I manually paid the statement amount (₹16,162) while the chargeback dispute was ongoing. HDFC confirmed receipt of this amount.
  • July 7: the insurance company confirmed they processed a refund of the original ₹16,162 back to my HDFC credit card (A).
  • The "Double Dip": At this point, HDFC had my manual payment AND the refund from ICICI. Instead of unfreezing the funds or adjusting my next bill, they sent a July statement for an additional ₹11,050.
  • August 25: After months of back-and-forth, they finally moved the excess balance back to my savings account on my constant requests or rather bagging, but the damage was done. I had to pay the premium from a different card B (with penalties) just to keep my policy from lapsing.

The "Shady" Tactics:

  1. The OTP Lie: HDFC claims I provided an OTP for the initial debit. I have the bank's own logs showing no OTP was generated.
  2. The RM Trap: I have a recording of my Relationship Manager (RM) telling me to close the formal complaint "so he could help me get the money back faster." It was a clear attempt to tank my case.
  3. The Paper Trail Shuffle: They keep changing complaint reference numbers and splitting email threads to make the history impossible to track.

Where I Stand Now: I have documented everything: bank statements, ICICI refund confirmations, and the recording of the RM. They are now misrepresenting the facts to the RBI. But because the chargeback was in my favour (and obviously it would because i paid from another card) RBI says there's been no deficiency and have closed my complaint multiple times. But i haven't given up. I keep complaining to them the moment the close my unappealable complaint.

What I'm seeking:

  • A written explanation for the 60-day freeze.
  • Compensation (in thousands) for the mental agony, cost of borrowing from friends, losing out on investment opportunities and the 8 plus months of "service deficiency."
  • Accountability for violating the RBI Fair Practices Code.

Has anyone successfully taken HDFC to the Banking Ombudsman or Consumer Court for this level of negligence? Or even complained or taken action against the RBI Ombudsman for their incompetence?

How do I go from here, any suggestions advice?
