engineering uni scholarships

hi j3 here looking at studying engineering at ntu/nus and i am curious as to what the typical requirements for engineering scholarships look like (rp, portfolio etc.). i have seen many talking about how even those with 67.5rp have “slim” chances for scholarships while asr held a schloarship talk for those scoring >60rp hence i am quite confused.

i’m leaning more towards EEE or civil eng, so i’m looking at government scholarships (mnd, pub, ura, hdb, bca) but i am open to any branch of eng and their scholarships on offer too

btw fdo we apply before or after ns? orcan we apply multiple times?
