How can I hard wipe my laptop?

I have an older HP laptop that has been on light use for awhile. I never used it for anything crazy, mostly just writing in Google Docs and to store images as references. Yet I find my ~58Gb of space completely taken up. Ive used the "Reset this PC" path and it says I need 500mb of space to...delete space?

I've looked through the storage menu, and the numbers don't even add up. One folder says it has 11gb taken up, but its not even 200mb.

With all that said, this "ghost data" is making it impossible for my laptop to even do its most basic functions. Is there a way I can just hard reset this thing?
