Is the BUK-M3 bad or am I bad

I just unlocked it earlier tonight, and I’m pretty underwhelmed. It feels like the radar won’t pick anything up, and if it does, it can’t continue to track something.

It feels really janky, like I can get some kills, but I get out performed by the Pantsir S1
