PC Trouble finding Co op?

Hey all, I'm level 210 and numerous maxed weapons - however I feel like when I send out my summon sign I am never getting co op matches - I also tried on a level 160 account and had the same result.

I am able to get them here and there but it's waiting 20+ minutes for them.

Am I over leveled, or is the game just dying in terms of co op?
