MFH Installation Difficulties

I rent the middle unit of a tri-plex townhome in Seattle. Quantum Fiber recently became available at my address, and I’d like to get off cable internet. I got approval from my landlord to go ahead with the install, but there are technical and neighbor issues.

The existing electrical/cable/phone lines from the street go to a common point on my neighbor’s house. The other units are allowed to access that common point for utility purposes, however my neighbor does not consent to the fiber being routed along their siding to my unit. The existing phone and cable lines are routed to my unit underground next to the electrical conduit, but not in conduit themselves. It doesn’t seem feasible to route a new cable underground.

I had two techs come out so far-one of them told me they could use the existing phone line (8 wires), and the other told me it was impossible. Customer Success hasn’t been very helpful in figuring it out. Anybody know what other options I have here to complete the install?
