Why don’t governments ban plastic?

Borderline stupid question. If government agencies want to reduce plastic waste why don’t they just ban plastics being used for packaging ?

There is so much plastics being used for packaging ,material wrappers , packing materials like styrofoam. Just ban it and manufacture will adopt and come up with some renewable materials .
