Interview accomodations

My brother is applying for a job with Amazon but has a lot of anxiety when it comes to being on camera. He has medically diagnosed anxiety and a video interview just makes him feel super anxious. Is he able to request that the interview be in person instead of on camera? Or if it needs to be virtual can he request that the camera be off?
