I'm getting an error message anytime I try to open Blender

Did anyone ever have trouble opening blender? I'm getting a 'Loadlibrary failed with error 126: The specified module could not be found'?

I tried disabling and enabling the graphics card and I've tried to run blender as an administrator. Both options did not work. I'm not really sure what to do next.

FYI I've never used blender before. Not sure if that matters
