Games keep getting freeze frames

Every game I play I get micro freeze frames, like one singular frame (how it looks) just freezes and it lags my games and makes them slow with latency

if your curios about the specs its a old computer I have 16 gigs of ddr4 ram a GTX 1050ti and a AMD ryzen 5 1400 the temps are all good seeing how my GPU never goes over 70ºC the strange thing is my task manager never tells me the temp for my cpu. My storage isn't really on the good end either as my ssd has 112 gb and my hdd has 932gb

Im using a 60hz monitor and my games are always either at 60 or 80 fps (mostly because I limit them so I dont get "screen tearing" or whatever its called I forget)

So if someone could help me out that would be great I have recently also taken my pc apart and cleaned it my ram is in slots 2 and 4
