Constant and frequent game stutter

Is anybody else experiencing a severe game stutter/freeze/rubber banding that occurs during any sort of activity on screen like debris breaking, seeing another player on screen, being flashed, etc. Before this season my pc was more than capable and so was my internet at running siege without any issue. This happened at almost 2am EST so I figured the peak surge of players would be gone. Is this a new issue/bug with the season or am I mistaken about the time and the servers are still being simply overloaded due to the recent release of the season. This occurred in a ranked match on Oregon for more context.
