causes of frequent buffering?

I use Youtube Premium on chrome. lately I've been having no shortage of issues with buffering, slower frame rates, skipping- no matter what quality i'm using. internet works fine, youtube works fine for incognito and other browsers, and I have practically no chrome extensions so I'm not sure what the issue is. has anyone had similar issues/found a fix?
