Manager not approving laptop accessories, what do i do?

So im a trainee and have been part of a project for 5 months now. The thing is im more like a excess resource so dont have ANY work in the project. My manager doesnt respond to any of my messages related to project work, but responds to messages not involving project work. Ive been upskilling on the side.

Recently my laptop charger stopped working, so i raised a request with IT. My PM had to approve it, but he ignored it and the request got rejected.

Prior to the rejection, i mailed him, sent him messages on teams etc etc.

What do i do? My laptop has shut down now.

Do i just buy one from my money to get over with it, or?
